
Senator Liu Calls For Immediate Extension Of CDPAP Deadline

Flushing, NY – State Senator John Liu today called for an immediate extension of the April 1st deadline for thousands of patients and personal assistants to transition to Public Partnerships, LLC (PPL) under the Consumer Directed Personal Assistance Program (CDPAP), warning that rushed implementation and inadequate outreach threaten to disrupt critical at-home care across New York. As the deadline looms, thousands of families, particularly in immigrant communities, remain confused and unprepared due to language barriers and a lack of clear guidance, putting their continued access to essential healthcare services at risk.
Senator Liu highlighted low turnout at PPL-sponsored registration events in Flushing, Queens, a community with large Chinese, Korean and Bengali-speaking populations. While these communities have high numbers of caretakers, Senator Liu said PPL outreach efforts are failing to reach these multi-language communities adequately, and expressed concerns that key steps in the registration process, such as account verification and password creation, were available only in English, adding further complications for non-English speakers.
State Senator John Liu stated, “Thousands of families who rely on CDPAP for critical healthcare face devastating disruptions due to a hastily put together enrollment period, language barriers, and insufficient outreach. The April 1st deadline for these patients and their caretakers is less than three weeks away, and too many are still unclear about how to even enroll. More time is needed to guarantee a smooth transition for all enrollees, and we need to push back this deadline so that no one is left behind.”
Background: The Consumer Directed Personal Assistance Program (CDPAP) is a Medicaid program that allows chronically ill or physically disabled individuals to hire their own caregivers, often family members or close friends. This program empowers patients with greater control over their care, ensuring culturally appropriate and personalized assistance.
In 2024, New York State mandated that all CDPAP participants transition to a single fiscal intermediary, Public Partnerships, LLC (PPL), who is now responsible for managing payroll and administrative functions. The transition period began on January 6, 2025. The deadline for patients and caretakers to enroll is April 1, 2025.
