S820 CHAPTER AMENDMENT - Regulates short-term residential rentals by creating a registration system for such rentals and allowing for the collection of sales and occupancy tax generated from such rentals to the state and local governments. This is chapter amendment represents a substantial rewrite of the original short term rental registry bill. NAY
S1610 Requires that the owner or operator applying for a Stormwater Permit for Construction Activity shall provide notice of the permit application and project details to the counties where waters would be affected. The counties must then publish that notice on their websites. AYE
S29 This bill requires coroners, pathologists, medical examiners, or other persons qualified to conduct examination of a deceased persons to report to the Department of Health if the person was afflicted with Lyme or other tick-borne diseases, as determined by the commissioner or such corners, pathologists, medical examiners, or other persons qualified. AYE
S195 Adds to the provision of law governing the prohibition of the sale of tobacco products, herbal cigarettes, liquid nicotine, shisha, rolling papers or smoking paraphernalia to minors, the sale of such items that resemble or designed to resemble: school supplies; toys; or any other product packaging tailored or advertised to appeal to minors, such as any picture, logo, symbol, motto, selling message, or color or pattern of colors. AYE
S2324 This bill amends the Public Authorities Law and Public Lands Law to provide new oversight authority over land transfers to the Attorney General and Comptroller. AYE
S378 Directs the education department and OCFS to prepare posters and pamphlets with information regarding higher education funding opportunities for foster youth. AYE
S3029 Provides for the licensing of genetic counselors; creates the state board for genetic counseling. AYE
S661 Prohibits insurance companies from charging different rates for disability insurance on the basis of gender. AYE
S52 LIU COSPONSOR Authorizes the use of an electronic signature by a person granted a power of attorney by a taxpayer with respect to documents submitted to the New York state department of taxation and finance and the New York city department of finance. AYE
S2069 Establishes the position of an insurance liaison on the disaster preparedness commission to be appointed by the governor and serve as a non-voting member. AYE
S1057 Provides that any municipality that has received alienation authorization through enactment of municipal parkland alienation legislation shall submit a report to the Office of Parks, Recreation and Historic Preservation. This bill would provide enforcement power to the Attorney General against municipalities that violate the terms established in the alienation legislation. AYE
S1991 This bill will require standard financial aid award letters to include the estimated cost of repayment of all outstanding loans including expected monthly payments. Also includes payoff amounts. AYE
S2027 Creates a banking development district working group to assess the banking development district program and provide an annual report to the governor and legislature on the strengths and weaknesses of such program; defines unbanked and underbanked. AYE
S417 This bill redefines the "margin of victory" when recanvassing (recount) votes. Currently, it is the "margin between all votes cast in the entire contest." This bill expands this section of law to both recanvassing elections and ballot proposals. NAY
S1186 Amends Highway Law to require written notice be provided to any public or non-public school fourteen days before any construction or alterations to any highway, sidewalk, or appurtenance thereof begins within a distance of three hundred feet of any school building. AYE
S487 COSPONSOR Designates August thirty-first of each year as a day of commemoration to be known as "Overdose Awareness Day". AYE
S640 RYAN Enacts the "city of Buffalo historic preservation receivership act"; provides the city of Buffalo specific procedures for the appointment of a receiver of rents in instances where the property at issue is neglected or abandoned. AYE
S1615 This legislation provides that dependent persons under the age of eighteen shall not be listed in eviction petitions or warrants, and that the records pertaining to the eviction proceeding of a person under the age of eighteen shall be sealed. This bill also has provisions that seal records pertaining to children who have been named in eviction warrants. NAY
S903 This bill would expand the informal caregiver training program to include an individual providing care for a person in need of assistance or an older adult providing care to a minor relative in their home. The bill removes language related to frail or disabled person but includes language related to a person in need of assistance. AYE
S2459 This bill would repeal the Public Authorities Law, section 51 (6) which limits the scope of oversight afforded to voting members of the New York state authorities control board. AYE
S488 Enacts the manufacturer disclosure and transparency act requiring pharmaceutical manufacturers doing business in the state to notify the Attorney General within thirty days of entering into an agreement with another pharmaceutical manufacturer that delays generic substitutions for brand-name drugs. NAY (Could raise confidentiality concerns.)
S438 Establishes the prescription drug supply chain transparency act by establishing a new Article 30 in the insurance law. The bill establishes definitions for the following: manufacturer, pharmacy services administrative organization (PSAO), rebate aggregator and switch company. AYE (Shed light on supply chain.)
S3274 This bill would authorize special permits for bars to remain open between 4am and 10 am if approved by the State Liquor Authority. Further clarifies that it would only clarify to the morning of New Years Day. AYE
S1281 Establishes the New York healthy incentive program. Requires OTDA, pursuant to a waiver from the USDA Food & Nutrition Service, to automate the use of SNAP benefit cards to pay for subscriptions to locally grown fresh food subscription services, and add accrued NYHIP incentives to SNAP benefit cards and establishes and implement a new SNAP and NYHIP Outreach Program in accordance with federal requirements utilizing federal funds. AYE
S1071 Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application. AYE
S3335 Allows for individuals to enroll in the national bone marrow donor program at the time of application for or renewal of a driver's license or non-driver identification card; directs the commissioner of motor vehicles to develop license application and renewal forms, and directions accompanying such forms to advise applicants of the existence of the national marrow donor program and to provide an opportunity for applicants to enroll in such national marrow donor program. AYE
S1724 This bill would amend section 208 of the Civil Service Law (section of the Taylor Law that pertains to the rights accompanying certification or the recognition of a union), to require that within 30 days, an employer provide notification of employment or promotion of applicable employees to organizations of state employees designated managerial or confidential for purposes of employee representation in determining the terms and conditions of employment. AYE
S373 This is a sunshine bill that would amend the Urban Development Corporation Act, the State Finance Law, the General Municipal Law, and the Economic Development Law to prohibit confidentiality and non-disclosure from inclusion in certain contracts entered into by the state or a municipality. AYE
S1410 Amends various sections of law to expand the powers of the Authorities Budget Office to include the removal of public authority board members who are in violation of the Public Authorities Law (PUB) Þ2824 and also to dissolve state or local public authorities for cause. NAY (Hinders economic development. Sufficient oversight already exists.)
S3876 The bill establishes new requirements for energy service companies (ESCOs) regarding billing transparency. It would require ESCOs to provide consumers with a side-by-side price comparison on each bill, showing what they paid versus what they would have paid with their local utility. NAY (Duplicative of current statutory requirements and unworkable since ESCOs do not have access to the information required to implement.)
S4391 Requires mobile applications on cell phones, smart phones and tablets that offer a subscription service provide an option to cancel the subscription on its application and have the option posted in a clear and conspicuous format. AYE
S4433 Requires the clear and conspicuous disclosure of pricing changes for online grocery delivery and online pick-up services; imposes a fine of not more than $100 for the first offense and not more than $250 for a second and each subsequent offense for violations. AYE
S2613 Requires the state to keep state lottery winners' identities anonymous to the general public unless the lottery winner gives their consent. AYE
S678A Provides that where the total number of commercial food fish license, commercial crab permits, commercial whelk and conch licenses, and marine and coastal district party and charter boat license applications from persons who were not issued such license in the previous year exceeds the number of licenses that are available, the department of environmental conservation shall randomly select recipients of the available licenses from among those applications received by the first business day of the applicable license year; provides for a temporary authorization where in the event of a temporary emergency, a licensee or permittee may provide written authorization for a person to temporarily undertake any licensed activities on the licensee's or permittee's behalf; makes related provisions. AYE
S555 This bill establishes restrictions on broadcasting of patients. It states that every patient in a health care facility has a right to have privacy in treatment and caring for personal needs, including the broadcasting of a recognizable image or speech of such patient involved in a health care procedure by requiring a health care facility to obtain express written consent used solely for the purpose of the consent to broadcast the image or voice of the patient receiving treatment. Exceptions include images or speech to advance health care treatment of the individual, a quality assurance program, the education or training of health care personnel or necessary security purposes. AYE
S524 Establishes the crime of voyeurism in the first and second degree, which shall be a class A and B misdemeanor, respectively. Importantly, this bill exempts firefighters, healthcare professionals and correctional facility personnel. This bill incorporates amendments made last year that removed the language that would make it a crime to view a person in a bedroom, changing room, fitting room, restroom, toilet, bathroom, washroom, shower, or any room assigned to guest in a hotel, motel or inn without the person's knowledge or consent. AYE
S553 Relates to observance of all religious holidays by institutions within the state university and the city university of New York, and includes the Asian Lunar New Year within the definition of such holidays. AYE
S620 The bill clarifies that corporations organized prior to April 15, 1935, and thereafter that were lawfully practicing engineering or land surveying shall be authorized to practice geology so long as such corporations have at least one officer or director licensed as a professional geologist. AYE
S315 Establishes a temporary New York craft beverage permit for all New York state manufactured liquor, spirits, wine, beer, cider and mead for events located in a municipality with a population of less than one million. AYE
S936 Directs state agencies to submit reports detailing their telework policies; permits input from employees anonymously; directs the department of civil service to compile reports and submit a single report to the legislature. AYE
S1284 COSPONSOR Amends the vehicle and traffic law to include at least one question about the responsibilities of the driver when stopped by law enforcement on the driver's test for license. Establishes that the commissioner create the curriculum for instruction on proper behavior by the driver when stopped by law enforcement as part of driver's education and the national safety council's defensive driving course. AYE
S2633 Requires NYS DOH to produce a report that examines the aggregate impact of the closure of general hospitals and hospital networks on healthcare access. NOTE - This bill requires that the data from said report be used to define and identify areas at risk of future hospital closures, know as “distressed healthcare zones” and that such zones be prioritized when allocating healthcare spending and when issuing a Certificate Of Need (CON) by the department. AYE
S3393 Requires every registered pharmacy that sells prescription drugs at retail to notify the public within 30 days of its discontinuance. The notice must include the date of the applicable pharmacy’s discontinuance; the name, address and phone number of five nearby pharmacies, provided that, to the extent possible, at least two of the listed pharmacies must be independently owned; instructions on transferring any existing prescriptions to another pharmacy; and information regarding the disposition of prescription records if a customer fails to transfer a prescription prior to such pharmacy’s discontinuance. AYE
