Please amend the bill to provide incentives for retrofitting existing bicycles. The benefits of retrofitting are: (1) cheaper than buying a new bike, (2) reuses existing bicycles so there is less waste, and (3) kits for retrofitting bikes are generally easier to repair than new e-bikes making them last longer.
I support this bill wholeheartedly. I live in Hudson, NY, and I work at Olana State Historic Site. I would like to buy an ebike so I can commute to work in this hilly area by bicycle. I am sixty years old, so I really need an ebike to make it up the steep hill. If the General Assemply passes this bill, I will be able to afford an ebike.

This important and much needed bill is still in committee? 1.5 years of no action by the Assembly according to the Senate’s website. That’s unacceptable. Please Senators, might you impress upon your colleagues in the Assembly the importance of this bill and legislation? It is the lack of action on their part which is most glaring.
