BILL NUMBER: S5105 SPONSOR: CLEARE TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the Olympic regional development authority, in consultation with the depart- ment of environmental conservation and division of human rights to develop an anti-bias and inclusion training program PURPOSE: To reduce bias incidents of bias in the Adirondack Park region in the recreation and tourism sectors by providing regular anti-bias and inclu- sion training. SUMMARY OF PROVISIONS: Section 1 amends the public authorities law to require the Olympic Regional Development Authority to provide anti-bias training for its own employees, as well as public-facing employees of the Department of Envi- ronmental Conservation and private contractors within the boundaries of

CLEARE -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to requiring the Olympic regional development authority, in consultation with the department of environmental conservation and division of human rights to develop an anti-bias and inclusion training program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions 15 and 16 of section 2611 of the public authorities law, subdivision 15 as amended by section 3 of part C of chapter 60 of the laws of 2012 and subdivision 16 as added by chapter 404 of the laws of 1981 and as renumbered by chapter 38 of the laws of 1987, are amended and a new subdivision 17 is added to read as follows: 15. To procure insurance against any loss or liability in connection with the use, management, maintenance and operation of the participating olympic facilities and/or Belleayre Mountain ski center, in such amounts and from such insurers, subject to public bidding as it deems desirable; [and] 16. To do all things necessary, convenient or desirable to carry out its purposes and for the exercise of the powers granted in this title; AND 17. TO DEVELOP, IN CONSULTATION WITH THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION AND THE DIVISION OF HUMAN RIGHTS, AN ANTI-BIAS AND INCLU- SION TRAINING PROGRAM FOR ALL EMPLOYEES OF THE OLYMPIC REGIONAL DEVELOP- MENT AUTHORITY, THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION, AND ALL PRIVATE CONTRACTORS WORKING FOR THE STATE AT SUCH AGENCIES, WORKING IN TOURIST ACCOMMODATIONS OR TOURIST ATTRACTIONS IN ADIRONDACK PARK.
