FOR IMMEDIATE RELEASE: February 27, 2025
Albany, NY – During a recent legislative hearing, Senator Chan questioned Empire State Development Commissioner Hope Knight on New York’s challenging business climate, comparing it to states like Texas, which are consistently ranked among the best for business.
Senator Chan raised concerns over New York’s high taxes and regulatory burdens, which have deterred businesses from investing in the state.
If I were the CEO of a mid-sized or large company, what would convince me to move my business to New York?

Commissioner Knight pointed to New York’s economic development initiatives. However, Senator Chan pressed further, questioning the state’s decision to reject Amazon’s plan to build a headquarters in New York while now considering casino developments.
“We turned away Amazon and thousands of quality jobs, and now we’re talking about bringing in casinos,” said Senator Chan. “Does that decision align with our long-term vision for economic growth?”
Commissioner Knight defended the state’s efforts, citing successful business investments such as Micron, Fairlife (a Coca-Cola subsidiary), Wells Enterprises, and Edward’s Vacuum. While acknowledging these successes, Senator Chan emphasized the need for a more competitive business environment that attracts major employers and fosters sustainable economic growth.
Our priority should be creating high-paying jobs and ensuring businesses see New York as a top destination. We must take a hard look at our policies and make sure we are truly open for business.
