Joint Legislative Public Hearing on 2019-2020 Executive Budget Proposal: Continuation Topic on Taxes

Senate Finance Committee Chair Liz Krueger and Assembly Ways and Means Committee Chair Helene E. Weinstein will begin the 13th in a series of 13 hearings on the 2019-20 Executive Budget on Wednesday, February 13th, at 1:30 p.m. in Hearing Room A of the Legislative Office Building, Albany.
During the Taxes Hearing on February 12th, New York State Department of Taxation and Finance Executive Deputy Commissioner Nonie Manion and representatives of public policy advocacy groups from across the state will provide testimony to the Senate and Assembly fiscal committees. Due to the volume of those wishing to testify, and to accommodate the schedules of all concerned, the hearing will continue on February 13th with the testimony of Alphonso David, counsel to the Governor; Axel Bernabe, associate counsel to the Governor; and other representatives of the Governor, concerning the Governor’s proposal regarding the sale and taxation of marijuana.
These joint hearings will be available for viewing on the Senate and Assembly websites. The Legislative Channel (on cable systems throughout the state) also will carry the proceedings, which will be preempted when the houses are in session. At the conclusion of the legislative deliberations, the channel will resume televised coverage of the hearings.
Testimony also will be provided by Business Council of New York State, Inc. Vice President Ken Pokalsky, Empire Center for Public Policy Research Director Edmund J. McMahon, and New York State Assessors Association Executive Director Warren Wheeler.
Others testifying include Preservation League of New York State Vice President of Policy Preservation Erin Tobin, Fiscal Policy Institute Executive Director Ronald Deutsch, and New York Retail Choice Coalition General Counsel Natara Feller.
